A Concept of States in Pakistan

 A concept of potential states of Pakistan. A true Federal structure with bicameral legislatures in all states, with Islamabad Federal Capital Territory having its own CM (instead of the mayor) and a Lieutenant Governor and a small unicameral assembly. States should have their own constitution, laws, taxes, and they should be able to have their own official languages. They should be able to communicate with the centre in either English or Urdu, and each state should get 30 senators (elected by popular vote). In the National Senate, with Islamabad getting 5 for a total of 245 General Senators (There are also 55 reserved seats in the Senate). The National Assembly should have a total of 500 MNA’s, with the distribution of National Assembly seats (constituencies) on the basis of population. Senators will be elected by popular vote(as I already said), and the residents of a particular state will be able to elect each and every senator i.e. a resident of a state will be able to vote for all 30 seats. The remaining 55 seats in the Senate will be reserved seats divided among the reserved groups as follows

  • 40 Seats for Women

  • 15 Seats for religious minorities. Out of these 8 seats will be reserved for Hindus, 4 seats for Christians and 1 seat each for Sikhs, Parsis and Qadianis. These reserved seats will be contested as follows

  • Each state will get 5 women seats and only the women living in those states will be able to elect these reserved senators.

  • The seats reserved for religious minorities will be national level seats and will be directly elected by the people of that specific faith regardless of which state they live in. That is, the Hindu community throughout Pakistan will be able to elect the 8 Hindu senators and so on. P.S: This is just a concept, I am aware that something like this cannot happen in our country.
